Bashir Ahmad Bilour is a Pakistani politician who served as a member of the provincial assembly of Khyber-Pakhtunkhwa. He held the position of Senior Minister for Local Government and Rural Development within the province. Throughout his career, he remained a prominent figure in the Awami National Party.

Early life and education

Bashir Ahmad Bilour was born on 1 August 1943 in the Khyber Pakhtunkhwa province of Pakistan. He is the son of Bilour Din. Bilour belongs to the Kakazai family of Peshawar, which is a prominent political and social Hindko-speaking group. He pursued higher education and obtained a bachelor's degree in law.

He practiced as a lawyer. As a member of the Peshawar High Court Bar, he maintained a professional legal career while entering the political arena. He began participating in active politics through the Awami National Party in 1970.

Career

Bilour's legislative career began in the 1990 elections. He was elected as a member of the provincial assembly of Khyber-Pakhtunkhwa for the first time from the PF-3 constituency in Peshawar City. He secured his seat with a majority of over 4000 votes. This victory marked the start of a long tenure in parliament.

He served as an MPA for 5 consecutive terms between 1990 and 2012. During this period, he took oath as a minister 4 times for the Khyber-Pakhtunkhwa province—formerly known as NWFP. In the 2008 elections, he was again elected from PF-3 with a majority of over 4000 votes. He also held the role of party Provincial President for the province.

Bilour acted as a parliamentary leader for his party. Even during the MMA wave when Ghulam Ahmad Bilour and other members lost their seats, he remained the only MPA from the Awami National Party. His political resilience defined much of his later career.

Tragedy struck on 22 December 2012. At 6:15 PM, Bilour was leaving a meeting of ANP workers at a private residence in Peshawar when a suicide bomber attacked him. He was critically injured in the blast and rushed to Lady Reading Hospital. His secretary, Noor Muhammad, was also killed during this attack. Bilour died at the hospital at 7:40 PM. This incident was reported to be the 5th attack directed at him. He typically traveled without guards.

A large funeral prayer for Bilour took place at the Colonel Sher Khan Army Stadium on 23 December 2012. At least 20,000 people attended the service despite existing threats. Following the ceremony, he was buried at the Syed Hasan Pir graveyard in Peshawar.

Personal life

Bashir Ahmad Bilour was a member of the Kakazai family. He was part of a prominent social and political lineage in Peshawar. His identity was closely tied to his Hindko-speaking roots.
