Rana Muhammad Iqbal Khan is a Pakistani politician currently serving as the Provincial Minister of Law for Punjab. He has held significant legislative positions throughout his career, including multiple terms as the Speaker of the Provincial Assembly of the Punjab. A member of the Pakistan Muslim League (N), he has been a prominent figure in Punjab's political landscape for several decades.
Early life and education
Khan was born on 20 April 1945 in the Karnal district of India. He belongs to a Muslim Rajput family and is the son of Phool Muhammad Khan. His father was a seasoned politician who served as a Member of Provincial Assemblies on six different occasions between 1965 and 1993. Khan received his primary education in Bhai Pheru, which is now known as Phool Nagar.
He later moved to Multan to pursue higher studies. In 1968, he graduated from Government Islamia College Civil Lines with a Bachelor of Arts degree. Following this, he completed his LL.B at Punjab University Law College. Khan is a trained advocate by profession. He served as the Secretary of the Chunian Tehsil Bar Association from 1975 to 1976.
Career
The political journey of Khan began at the local government level. He served as the Chairman of the Union Council in Phool Nagar from 1979 to 1983. Between 1983 and 1987, he held the position of Vice Chairman of the District Council in Kasur. He subsequently became the Chairman of the Kasur District Council from 1987 to 1993.
Khan entered the Provincial Assembly of the Punjab as a candidate for the PML-N in 1993. Representing constituency PP-149, he secured 31,457 votes to defeat Malik Mehr Din. He successfully defended this seat in the 1997 general election with 35,049 votes. During his tenure between 1997 and 1999, he held various ministerial portfolios. These included serving as the Provincial Minister for Livestock and Dairy Development, as well as the Minister for Forest, Wildlife, Fisheries and Tourism.
His political path faced a setback in the 2002 general election. Running as an independent candidate for constituency PP-184, he received 20,488 votes but lost to Rana Sarfraz Ahmed Khan. However, he returned to the assembly in 2008 after winning the PP-184 seat with 27,689 votes. In April 2008, the assembly elected him as the Speaker of the Provincial Assembly of the Punjab.
Khan's leadership extended into executive roles during periods of transition. He served as the acting Governor of Punjab in October 2008. Following the assassination of Salman Taseer on 4 January 2011, he again stepped into the role of acting Governor. He was appointed acting Governor a third time in 2015 after Mohammad Sarwar resigned. In June 2013, he secured 297 votes to be re-elected as Speaker.
By November 2017, Khan achieved a historic milestone in provincial politics. He became the first speaker of the Punjab Assembly to serve two complete assembly terms from 2008 to 2018. This tenure made him the longest-serving speaker in the office, holding the position for more than nine consecutive years. He was eventually replaced as speaker by Chaudhry Pervaiz Elahi on 16 August 2018.
After being re-elected to the assembly in 2018 from constituency PP-181, he continued his legislative service. His most recent major appointment occurred on 13 October 2025. On this date, he took the oath as the Provincial Minister of Law for Punjab.
Personal life
Khan comes from a prominent political lineage. His father, Rana Phool Muhammad Khan, served in the Provincial Assembly of West Pakistan from 1965 to 1969. The elder Khan also held ministerial positions between 1988 and 1993. Family ties to politics extend to his cousins, including Rana Muhammad Hayat Khan and Rana Muhammad Ishaq Khan.
As a practicing Muslim, Khan has performed both Umra and Hajj. He has traveled to the holy cities of Makkah and Medina. His nephew, Rana Sikandar Hayat, also entered local politics by becoming the Chairman of the Kasur District Council in 2016.
