Fazal Ilahi Chaudhry

Fazal Elahi Chaudhry was a Pakistani barrister, politician, and statesman who served as the fifth president of Pakistan. He held this position from 1973 until his resignation in 1978. As the first legislatively-elected president in the nation's history, he functioned primarily as a constitutional figurehead.

Early life and education

Chaudhry was born on 1 January 1904, into an influential Punjabi family of Muslim Gujjars. His birthplace was the village of Marala within the Kharian Tehsil of Gujrat District, Punjab. He received his early schooling in Kharian before moving to the United Provinces for higher studies. In 1920, he joined Aligarh Muslim University and eventually earned his LLB in civil law in 1924.

He returned to Punjab to attend the post-graduate school of law and political science at the University of the Punjab. After obtaining an MA in political science in 1925, he completed an advanced LLM in Law and Justice in 1927. He established a law firm in Lahore where he advocated for civil liberties. Later, he practiced civil law in Gujrat.

Career

His political journey began in 1930 when he was elected unopposed to the Gujrat District Board. He joined the All-India Muslim League in 1942 and became the party president for the Gujrat District within the Punjab Muslim League by 1945. Chaudhry participated in the 1946 Indian provincial elections in Punjab to propagate the ideas of the Muslim League. Following the independence of Pakistan, he served as a parliamentary secretary and later as the minister for education and health in the central cabinet in 1951.

He represented Pakistan at the United Nations in 1952. During the 1951 provincial elections, he was elected to the West Punjab Assembly from the Gujrat District. He served as the first Speaker of the West Pakistan Legislative Assembly from 20 May 1956 until 7 October 1958. When Ayub Khan announced elections in 1962, Chaudhry acted as the Deputy Opposition Leader due to his extensive parliamentary knowledge.

After joining the Convention Muslim League, he was elected as the Deputy Speaker of the National Assembly in 1965. He held this role until 1969 when Yahya Khan suspended the 1962 constitution. Chaudhry joined the Pakistan Peoples Party and contested the 1970 election, which resulted in his election to the National Assembly. He served as the Speaker of the National Assembly starting in 1972.

In 1973, he contested the presidential election against Khan Amirzadah Khan of the National Awami Party. Chaudhry won the election with 139 votes against 45 and was sworn in on 14 August 1973. He became the first ethnic Punjabi to hold the presidency. Under the 1973 constitution, his role was largely ceremonial because executive authority resided with the prime minister.

The 1977 coup d'état led by Zia-ul-Haq overthrew the government of Zulfikar Ali Bhutto. Although Chaudhry continued his presidency after this event, he possessed no influence over military or national affairs. He eventually resigned from his post in September 1978 due to contentious relations with the military government. He handed the presidency to Zia-ul-Haq on 16 September 1978.

Personal life

Chaudhry lived much of his professional life between Lahore and Gujrat. He died of a heart ailment on 1 June 1982 in Lahore at the age of 78.
